- Public Wireless LAN Terms of Use Nakano City Library

Purpose.
1. These terms of use contain important rules for using the Internet connection provided through the wireless LAN (the “Wireless LAN”) installed at Nakano City Library (the “Library”).
Purpose of Wireless LAN.
2. The Library provides a Wireless LAN service so that individual users can access online information related to research, inquiries, and business.
User Requirements.

(a) Individuals who wish to use the Wireless LAN must agree to these terms of use then successfully complete the user authentication process via the method designated by the Library.
(b) When utilizing the Wireless LAN, users shall comply with the Act on Prohibition of Unauthorized Computer Access (Act No. 128, 1999) and all other related laws and ordinances.Usage Devices.

(a) Users who wish to utilize the Wireless LAN shall provide their own devices to do so; the Library does not loan devices for accessing the Wireless LAN.
(b) If users need to power their devices to use them, they may do so via the methods and locations designated by the Library.Usage Time.
5. The Wireless LAN service is available for use during the normal operating hours of the Library.
Usage Fees.
6. There is no charge for using the Wireless LAN.
Permitted Usage Areas.
7. Usage of the Wireless LAN within the Library is restricted to the following locations.
(1) Nakano City Central Library (Lower Level 1)?Reference and Regional Administration Materials Corner
(2) Nakano City Central Library (Lower Level 1)?Browsing Corner
(3) Nakano City Central Library (Lower Level 2)?Audiovisual Corner (designated seats)Password Management.
8.
(a) Users are responsible for managing any passwords that they obtain.
(b) Users shall not loan or transfer their passwords or allow other individuals to use them.
(c) If a user becomes aware that his or her password has been lost or stolen and a third party is using it, that user shall immediately inform the Library and follow any instructions that the Library provides.Restrictions.
9. Users of the Wireless LAN shall not engage in any of the following conduct:
(1) conduct that infringes or may infringe on the copyright or any other rights of a third party;
(2) conduct that infringes or may infringe on the property or privacy of a third party;
(3) conduct other than (1) or (2) that harms or disadvantages another user or has the potential to do so;
(4) conduct that slanders or defames another user or a third party;
(5) conduct that violates or may violate public order and morality or that provides information that violates public order and morality;
(6) conduct that is or may be criminal in nature or is connected to criminal acts;
(7) conduct that involves utilizing the Wireless LAN in any way to use or distribute computer viruses or other malicious software;
(8) conduct that involves sending mass emails to a large group of specified or unspecified recipients for the purpose of mail-order business, multi-level marketing, business opportunity related sales transactions, or other reasons;
(9) conduct that stains or damages Library furnishings; or
(10) any conduct other than the above that violates or may violate laws, ordinances, or these terms of use.
Usage Suspension and Revocation.
10. The Library may immediately suspend or revoke the Wireless LAN usage privileges of an individual without prior notice in the following situations:
(1) if the user engages in any of the conduct described in section 9;
(2) if the user violates these terms of use in any other way; or
(3) if the Library determines that the user is using the Wireless LAN service in any other inappropriate way.Usage Interruption.
11. The Library may interrupt the Wireless LAN service for the following reasons:
(1) if the Wireless LAN system needs routine or emergency maintenance or repair;
(2) if equipment or networking technology related to the Wireless LAN malfunctions or some other unavoidable circumstance occurs; or
(3) if the Library determines that usage of the Wireless LAN needs to be temporarily interrupted due to equipment maintenance, a Library-hosted event, or some other reason.Disclaimer.
12.
(a) The Library offers no sort of guarantee regarding the integrity, accuracy, reliability, usefulness, or safety of the contents of the Wireless LAN service or the information that users obtain using the service.
(b) The Library is not responsible for any damages incurred by a user or a third party as a result of the provision, delay, modification, interruption, or discontinuance of the Wireless LAN service. This includes the loss of information that was registered, offered, or collected through the Wireless LAN service; damage caused to a user’s device by computer viruses or other malicious software; the loss or disclosure of data; and any other damages.
(c) Users shall bear the cost of any paid services that they access using the Wireless LAN, regardless of the reason. The Library is not responsible for any charges that may result from the use of paid services.
(d) Users are responsible for configuring their own devices to connect to the Wireless LAN. The Library is not responsible if a user is unable to utilize the Wireless LAN due to the model of his or her personal device or its installed operating system or software.
(e) The Library is not responsible for any damages that a user incurs as the result of insufficient password management, mistakes made while using the service, or usage by a third party.
(f) If through use of the Wireless LAN a user causes another user or a third party to incur damages, then that individual shall bear all legal responsibilities related to the damages even if they occur after the user has been disqualified from using the Wireless LAN. The Library is not responsible for any such damages.
(g) In order to ensure appropriate usage of the Wireless LAN, the Library may maintain access logs and restrict access to certain websites.Changes to These Terms.
13. The Library may modify the contents of these terms of use at its discretion without notifying users. By utilizing the Wireless LAN after the terms of use have been modified, users are considered to have consented to those changes.
Miscellaneous.
These terms of use go into effect on April 30, 2017.About the Usage and Protection of User Information
All personal information obtained by this company when individuals apply to use the service or when they use the service itself is stored by NTT East Corporation and used for the purpose of authenticating users of the service.
Personal information is properly handled in accordance with NTT East's privacy policy.
